That the Agenda be amended to add the following item to Agenda Item No. 17.1 - Motion for Council to Resolve itself into Closed Session:  Education and Training Session (Subsection 239(3.1) of the Municipal Act): Code of Conduct.

Be it resolved that the Council of the Town of Perth adopt the Agenda for the Council meeting of May 21, 2024 as amended, to add the following item to Agenda Item No. 17.1 - Motion for Council to Resolve itself into Closed Session: - Education and Training Session (Subsection 239 (3.1) of the Municipal Act): Code of Conduct.

Be it resolved that the Council of the Town of Perth adopt the Minutes of the Tuesday, April 16, 2024 Regular Council meeting.

Whereas the Committee of the Whole received Report 2024-COW-2.11 - Process for Selling the Perthmore Corridor Lands, at the meeting held on January 16, 2024; Whereas the most prudent action for Council to take regarding the Perthmore Corridor lands would be to sell it in parts to adjacent property owners; Now Therefore, Be it resolved that the Council of the Town of Perth direct staff to begin the process required to sell the property known as the Perthmore Corridor in parts to the adjacent property owners, in accordance with By-law No. 4549, as amended. McRae Be it resolved that the Council of the Town of Perth pass By-law No. 5155, being a by-law to authorize the Mayor and Clerk to sign an Agreement of Purchase and Sale and all necessary documents to complete the sale of lands being Parts 1 and 2 on 27R-12272, being part of PIN 05183-0108 (LT), municipally known as 63 Halton Street, to Mills Community Support Corporation, operating as Carebridge Community Living, at a purchase price of one dollar ($1.00), and subject to the terms and conditions outlined, as presented in Report 2024-Council-5.1.

As recommended by the Striking Committee, be it resolved that the Council of the Town of Perth appoint the following persons to the Darou Farm Working Group: Council Appointees: Councillor Dave Bird and Councillor Isabel Anne McRae Citizen Appointees: Angela Culham, John Fenik and Eric Ringer.

Be it resolved that the Council of the Town of Perth receive the Council Committee, Local Boards and External Board Reports/Minutes as presented.

That the Council of the Town of Perth resolve itself into Closed Session at 6:17 PM pursuant to the Municipal Act, 2001, S.O. 2001, c.25, as amended, subsection 239, for the following purposes: (i) Litigation or Potential Litigation, including Matters before Administrative Tribunals, affecting the municipality or local board (Subsection 239(2)(e)): Legal Update - Ontario Land Tribunal Case No. OLT-23-000534 CAIVAN (Perth GC) Ltd. Appeals for Proposed Plan of Subdivision; (ii) Personal Matter about an Identifiable Individual (Subsection 239 (2)(b)): CAO 2023 Performance Review; and, (iii) Education and Training Session (Subsection 239(3.1)): Code of Conduct.

Be it resolved that the Council of the Town of Perth rise and report from Closed Session at 7:33 PM.

Be it resolved that the Council of the Town of Perth direct the CAO to draft a formal CAO Annual Performance Review Process, and bring it forward to Council for consideration to the August 2024 Committee of the Whole meeting.

McRae Be it resolved that the Council of the Town of Perth pass By-law No. 5156, being a by-law to confirm the proceedings of the Council of the Town of Perth, at its meeting held May 21, 2024.

Be it resolved that the Council of the Town of Perth adjourn the May 21, 2024 Council meeting at 7:40 PM.
