Be it resolved that the Council of the Town of Perth authorize moving Agenda Item #4 - Closed Session, Agenda Item #5 - Open Session and Agenda #6 - Agenda #7 - Matters Arising from Closed Session to follow Agenda Item #20 - Questions from the Media.

That the Council of the Town of Perth resolve itself into Closed Session at 6:50 PM pursuant to the Municipal Act, 2001, S.O. 2001, c.25, as amended, for the following purposes: (i) Proposed Acquisition of Land by the Municipality (s. 239 (2)(c)): Proposed Land Purchase by the Town; and, (ii) Litigation or Potential Litigation, including Matters before Administrative Tribunals, affecting the municipality or local board (s. 239(2)(e)): Potential Litigation Update.

Be it resolved that the Council of the Town of Perth rise and report from Closed Session at 7:17 PM.

Be it resolved that the Council of the Town of Perth receive for information the presentation from KPMG regarding the Audit Planning Report for the year ended December 31, 2023.

THAT the following By-laws and Motions listed below in the Consent Agenda be passed and numbered accordingly, with the exception of Item #9.1.3 - By-law No. 5136 - By-law to Establish a Darou Farm Working Group and Adopt its Terms of Reference, which was requested to be removed from the Consent Agenda by Councillor Gary Waterfield.

McRae Be it resolved that the Council of the Town of Perth pass By-law No. 5136, being a by-law to establish the Darou Farm Working Group and adopt its Terms of Reference, as presented in Report 2024-COW-3.4.

McRae Be it resolved that the Council of the Town of Perth: (i) pass By-law No. 5138, being a by-law to adopt the Lanark County OPP Detachment Board Terms of Reference; and (ii) authorize the posting for the Perth Community Member to the Lanark County OPP Detachment Board, as presented in Report 2024-Council-2.1.

Be it resolved that the Council of the Town of Perth: (1) Receive for information Staff Report 2024-Council-2.2 from the Director of Development Services concerning Zoning By-law Amendment No.3358-130 (Application #ZBL-11-2023), for property municipally known as 85 Wilson Street West; (2) Pass Zoning By-law No. 3358-130, being a by-law to amend Zoning By-law No. 3358, as amended, to change the zone category of land described as Part of Lot 31, Park Lot 3, Plan 8828, Part 1 and 2, Part 3, Part 4, RP27R11389, known by the municipal address of 85 Wilson Street West, in the Town of Perth, from Residential Third Density (R3) to Residential Fourth Density Exception Twenty-Eight (R4-28); (3) Direct staff to continue to work with the Applicant through the site plan control process; and, (4) Direct staff to collect cash-in-lieu of parking in the amount of $4,675.00 per parking spot, as presented in Report 2024-Council-2.2.

Be it resolved that the Council of the Town of Perth authorize Councillor Isabel Anne McRae to claim the cost of attending a St. John Ambulance First Aid and CPR Instructor Course in March 2024 in the amount of $675.00 through her Councillor Expense Account.

That the Council meeting held on February 20, 2024 be hereby adjourned at 7:18 PM.
