Committee of the Whole

That the Agenda for the Committee of the Whole meeting of November 5, 2024 be adopted as presented.

That the Minutes of the Regular Committee of the Whole meeting held on October 8, 2024 be approved.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Delegation from Segal Construction, as presented at the Committee of the Whole meeting November 5, 2024.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the Non-Audited Financial Statements for The Corporation of the Town of Perth to September 30, 2024, as presented in Report 2024-COW-15.1.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 3250-3, being a by-law to amend the Planning Fees and Charges By-Law No. 3250-2, to implement revised fees associated with planning matters, as presented in Report 2024-COW-15.2.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 3961-27, being a by-law to amend the Town's Traffic and Parking By-law No. 3961, as amended, to allow for free complimentary parking in the downtown parking lots on the following dates:  Friday, December 6, 2024;  Friday, December 13, 2024;  Friday, December 20, 2024; and  Friday, December 27, 2024, as presented in Report 2024-COW-15.3.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51xx being a by-law to provide delegated authority to the Director of Legislative Services/Clerk to execute a memorandum of understanding with the Snow Road Snowmobile Club for the continued use of Ontario Federation of Snowmobile Clubs (OFSC) trails on certain Town property, on an annual basis, as presented in Report 2024-COW-15.4.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: Approve the 2025 Meeting Schedule for Committee of the Whole, Council and Other Committees, Boards and Advisory Panels of Council; and, Authorize the Director of Legislative Services/Clerk to amend the schedule to reflect changes in meetings, as required from time to time, as presented in Report 2024-COW-15.5.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: (i) pass by-law No. 51xx being a by-law to authorize the Mayor and Clerk to complete a site plan control agreement with 14998022 Canada Inc. for lands municipally known as 55-57 Drummond Street East; and, (ii) pass by-law No 51xx being a by-law to authorize the Mayor and Clerk to complete a site plan control agreement with 1155722 Ontario Ltd for lands municipally known as 230 Gore Street East, as presented in Report 2024-COW-15.6

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Active Transportation Plan, as presented in Report 2024-COW-15.7.

That the Committee of the Whole move into Closed Session at 6:29 p.m. pursuant to the Municipal Act, 2001, S.O. 2001, c.25, as amended, for the following purpose: (i) Personal matter about an identifiable individual, including municipal or local board employee; (s.239 (2) (b)).

That the Committee of the Whole rise and report from Closed Session at 7:47 p.m.

That the Committee of the Whole meeting held on November 5, 2024 adjourn at 7:48 p.m.
