Committee of the Whole

That the Minutes of the Regular Committee of the Whole meeting held on February 6, 2024 be approved.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the presentation by Tim Zander and John Gemmell regarding the Perth and District Sports Hall of Fame - Request for Funds.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth authorize a 2024 grant to the Perth and District Sports Hall of Fame in the amount of $300.00; and further that the funding requests for the years 2025 and 2026 be brought forward as part of the Grants to Others process during the annual budget deliberations.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the following correspondence: (i) the thank you correspondence from Elaine Chagnon, Perth Christmas Dinner Association Treasurer dated January 26, 2024; and, (ii) the thank you correspondence from Suzanne Rintoul, RPN, Interim Executive Director - Perth Family Health Organization dated February 7, 2024.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth accept with regret the resignation of Sadie Brule from the Climate Change Advisory Panel.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth Pass By-law No. 51xx, being a by-law to authorize the Mayor and Clerk to sign a lease agreement with Jessica Swain and Philip Machon O/A 4 Bay Fitness for space located at 1881 Rogers Road for a period of two years, commencing April 1, 2024, as presented in Report-2024-COW-4.1.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information Staff Report 2024-COW-4.2 - Staff Responses to the Downtown Heritage BIA Motions Brought Forward to Council; and further that staff be directed to provide the responses to the BIA accordingly, as presented in Report 2024-COW-4.2.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth approve the 2024 Stewart Park Festival Budget, as presented in Report 2024-COW-4.3.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Non-audited Financial Statements for The Corporation of the Town of Perth to December 31, 2023, as presented in Report 2024-COW-4.4.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth direct staff to move forward with the architectural design to construct an operations space beside the existing Public Works Garage as well as finalize renovation plans on the existing facility, located at 15 Sunset. Blvd., and report back to Council; and further that the carry forward amount of the unspent 2023 budget for the Garage Needs Analysis equal to $54,000 be pre-approved to fund this proposed design work, as presented in Report 2024-COW-4.5

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51xx, being a by-law to authorize the Mayor and Clerk to enter into an Agreement and sign all necessary documents to complete the purchase of 16 Conlon Drive from Heritage Bikes and Rentals Inc., as presented in Report 2024-COW-4.6.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Thom Street Reconstruction Final Design, as presented in Report 2024-COW-4.7.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5130-1, being a by-law to amend By-law No.5130, to authorize the Mayor and Clerk to complete a Site Plan Control Agreement with the owner of the lands municipally known as 45 Dufferin Street, as presented in Report 2024-COW-4.8.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: 1. Pass By-law No. 51xx, being a by-law to establish the rules governing the order and proceedings of Council and Committees of The Corporation of the Town of Perth (Procedural By-law); and, 2. Pass By-law No. 3974-0, being a by-law to repeal By-law No. 3974, as amended, to establish rules governing the order and proceedings of Council and Committees of The Council of the Corporation of the Town of Perth, as presented in Report 2024-COW-4.9.

That the Committee of the Whole move into Closed Session at 7:16 PM pursuant to the Municipal Act, 2001, S.O. 2001, c.25, as amended, for the following purpose: (i) Personal matters about identifiable individuals, including municipal or local board employees; (s.239 (2) (b)): Review of Public Applications for the Climate Change Advisory Panel.

That the Committee of the Whole rise and report from Closed Session at 7:42 PM.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth appoint the following citizens to the Climate Change Advisory Panel (CCAP) for the remainder of the term of Council to fill two (2) vacancies: Calvin Blewitt Kirsten Brouse
