McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: (1) Receive, for informational purposes, the presentation and Staff Report 2023-COW-16.1 from the Director of Development Services concerning Official Plan Amendment Application #OPA-04-2023 and Zoning By-Law Amendment Application #ZBL-09-2023. (2) Direct staff to receive all required information as outlined in part (4) from the developer prior to drafting an Official Plan Amendment to further modify the site-specific designation to allow residential units within a mixed-use building and to establish a maximum Gross Leasable Floor Area for commercial uses on the property municipally known as 125 and 127 Wilson Street West. (3) Direct staff to collect all required information as outlined in part (4) from the developer prior to drafting a Zoning By-law Amendment, which authorizes the additional use of apartment units within a mixed-use building and incorporates site-specific provisions for the property municipally known as 125 and 127 Wilson Street West. (4) Required information shall include: a. Response to traffic comments from Ministry of Transportation, b. Clarification on grading and drainage as per Environmental Services comments, c. Clarification regarding the extension of Welland Street, d. Deed or transfer indicating the consolidation of parcel, e. Indication of bicycle parking spaces on the Site Plan to ensure compliance with the zoning, and f. Consistent updated

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive any Written Comments from the Public presented at the Public Meeting held on November 7, 2023 regarding Official Plan Amendment Application #OPA-04-2023 and Zoning By-law Amendment Application #ZBL-09-2023 submitted by Pomegranate Holdings Inc./ZanderPlan for property municipally known as 125 and 127 Wilson Street West.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive all Oral Comments from the Public presented at the Public Meeting held on November 7, 2023 regarding Official Plan Amendment Application #OPA-04-2023 and Zoning By-law Amendment Application #ZBL-09-2023 submitted by Pomegranate Holdings Inc./ZanderPlan for property municipally known as 125 and 127 Wilson Street West.

That the Minutes of the Regular Committee of the Whole meeting held October 3, 2023 be approved.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the Delegation from Michael Cohen, President and CEO of the Perth and Smiths Falls District Hospital; and further that the Core Capital Program Request for Town funding in the amount of $100,000 be

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: (1) receive the correspondence from the BIA dated October 10, 2023, regarding the BIA Director Resignation & the Newly Appointed Director; (2) accept with regret the resignation of Keith Busher; and, (3) appoint Jane Farrell - Best Western Plus Perth Parkside Inn & Spa, to sit on the BIA Board of Directors for the rest of the term of Council.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the correspondence from the Ministry of Municipal Affairs and Housing dated October 26, 2023, regarding the 2024 Rural Ontario Municipal Association (ROMA) Delegation Form and further that direction be provided to staff regarding any requests for delegations with Provincial Ministers at the ROMA Conference.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51xx, being a by-law to authorize the Mayor and Clerk to sign a Cost Apportioning Agreement - Watershed Programs and Services with the Rideau Valley Conservation Authority (RVCA), as presented in Report 2023-COW.16.2.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the Non-Audited Financial Statements for The Corporation of the Town of Perth to September 30, 2023, as presented in Report 2023-COW-16.3.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 3961-25, being a by-law to amend the Town's Traffic and Parking By-law No. 3961, as amended, to allow for free complimentary parking in the downtown parking lots on the following dates:  Friday, December 1st, 2023;  Friday, December 8th, 2023;  Friday, December 15th, 2023;  Friday, December 22nd, 2023; and,  Friday, December 29th, 2023, as presented in Report 2023-COW-16.4.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4708-5, being a by-law to amend the Climate Change Advisory Panel Terms of Reference to change the end of term from one (1) year to the end of the Council Term, November 2026, as presented in Report 2023-COW-16.5.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51xx, being a by-law to approve an exemption from the Heritage Conservation District By-law No. 4271 for the owner of 26 North Street to replace the existing stairway in front of their home with a wooden platform and stairway, as presented in Report-2023-COW-16.6.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 3675-73, being a by-law to amend the Fees and Charges By-law No. 3675, as amended - Schedule D - Environmental Services to include application fees for certain types of road permits, as presented in Report 2023-COW-16.7.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth direct staff to compile the information required to implement a Community Safety Zone (School Zone) for Queen Elizabeth and St John Elementary Schools, and further that $5,000 be added to the 2024 municipal budget for the signage and zone painting to be installed in the approved zone(s), as presented in Report 2023-COW-16.8.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth make payment to Cavanagh Construction Limited in the amount of $141,905.24 to be funded from reserves for additional year-to-date costs attributed to the reconstruction of Mary Street, as presented in Report 2023-COW-16.9.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth approve the renewal of the current employee benefit plan with Canada Life for 2024 with an 9.5% increase in the premium, as presented in Report 2023-COW-16.10.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth direct staff to proceed with an appraisal and review the corporate books and review the Town's needs regarding the proposed acquisition of land by the Town, as presented in Report 2023-COW-16.IC.1.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth approve the proposed staff restructuring, as presented in Report 2023-COW.16.IC.2.
