Committee of the Whole

That the minutes of the Committee of the Whole meeting held on April 4, 2023 be approved.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the correspondence from Emergency Management Ontario dated May 4, 2023 regarding the Town's 2022 Compliance Results.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the correspondence from the BIA dated April 3, 2023; and further that Council direct staff to review the BIA's request to place a banner below both Perth entry signs along Highway 7 with the BIA and report back to Council with a final recommendation.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth accept the resignation from Councillor Jim Boldt as a Council representative to the Town's Heritage Perth Advisory Panel.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth appoint Councillor Dave Bird as a Council representative on the Heritage Perth Advisory Panel (HPAP) for the remainder of the term of Council.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the following correspondence: - Agenda Item #8.2.1 - March 22, 2023 Town of Essex Correspondence Re: Council Resolution - Reinstatement of Legislation - Permitting a Municipality to Retain Surplus Proceeds from Tax Sales; and - Agenda Item #8.2.4 - May 1, 2023 Township of Montague Correspondence Re: Council Resolution 92-2023 - Bill 5 - Stopping Harassment and Abuse by Local Leaders Act.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive the non-audited financial statements for The Corporation of the Town of Perth to March 31, 2023, as presented in Report 2023-COW-8.1.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4068-2, being a by-law to amend the Perth Museum Collection Management Policy By-law No. 4068, as amended, by updating terminology, the name of the Ministry, and other administrative updates, as presented in Report 2023-COW-8.2.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4257-2, being a by-law to amend the Perth Museum Community Standards Policy By-law No. 4257, as amended, by updating terminology, the name of the Ministry, and other administrative updates, as presented in Report 2023-COW-8.3.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4351-2, being a by-law to amend the Perth Museum Conservation Policy By-law No. 4351, as amended, by updating terminology, the name of the Ministry, and other administrative updates, as presented in Report 2023-COW-8.4.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4209-2, being a by-law to amend the Perth Museum Education and Interpretation Policy By-law No. 4209, as amended, by updating terminology, the name of the Ministry, and other administrative updates, as presented in Report 2023-COW-8.5.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4258-2, being a by-law to amend the Perth Museum Exhibition Policy By-law No. 4258, as amended, by updating terminology, the name of the Ministry, and other administrative updates, as presented in Report 2023-COW-8.6.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth: Pass By-law 51xx, being a By-law to adopt a Perth Museum Master Plan 2023-2027; and, Pass By-law 51xx, being a By-law to adopt a Perth Museum Accessibility Plan, as presented in Report-2023-COW-8.7.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5078-1, being a by-law to amend By-law No. 5078, a By-law to provide a Policy related to Corporate Sponsorship, Naming and Advertising with the added statement that sponsorships over $5,000 shall not be accepted with entities involved with existing or future Planning Applications with the Town, as presented in Report 2023-COW-8.8.

McRae As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5083-1, being a by-law to amend By-law No. 5083, a by-law to authorize the Mayor and Clerk to complete a Letter of Understanding (LOU) with the Downtown Heritage Perth Business Improvement Area (BIA) regarding funding and services with the added provision of four (4) free rentals of the Crystal Palace annually, as presented in Report 2023-COW-8.9.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51XX, being a By-law to authorize the Mayor and Clerk to sign an Agreement with The Table Community Food Centre for Community Gardens in Daines Place Park, as presented in Report 2023-COW-8.10.

McRae That the recommendation to adopt By-law No. 4754-1 be amended to add the following: "And further that staff be directed to schedule another Council training session with the Integrity Commissioner regarding the Code of Conduct."

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4754-1, being a by-law to amend By-law No. 4754, a by-law to adopt a Code of Conduct for Members of Council, Committees, Advisory Panels, Task Forces and Local Boards, to adopt an updated Code of Conduct, as presented in Report 2023-COW-8.11; And further that staff be directed to schedule another Council training session with the Integrity Commissioner regarding the Code of Conduct.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 51xx, being a by-law to authorize the Mayor and Clerk to sign a four (4) year Agreement for the years 2023, 2023, 2025 and 2026 with R.J. Burnside & Associates Limited for Landfill Monitoring and Engineering Services, as presented in Report 2023-COW-8.12.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 4029-4, being a by-law to amend the Water and Sewer By-law No. 4029, to increase the septage hauler dump rate from $5.13 per 100 gallons to $7.00 per 100 gallons, as presented in Report 2023-COW-8.13.

That the Committee of the Whole move into Closed Session at 7:41PM pursuant to the Municipal Act, 2001, c.25, as amended, subsection 239 (2) as follows: • Litigation or Potential Litigation; (s.239(2)(e): 1 Litigation Matter and 1 Potential Litigation Matter.

That the Committee of the Whole meeting extend past 8:00 PM to its natural end.

That the Committee of the Whole rise and report from Closed Session at 8:17 PM.
