Committee of the Whole

That the minutes of the Committee of the Whole meeting held on January 10, 2023 and the Special Committee of the Whole meeting held on January 17, 2023 be approved.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth direct staff to bring back a Terms of Reference for the Economic Development Committee to the March 7, 2023 Committee of the Whole.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth appoint Councillor Isabel Anne McRae, as the Town of Perth representative, to the Lanark County Climate Action Implementation Working Group.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5XXX, being a by-law to authorize the Mayor and Clerk to sign a Grant Contract with the Ontario Trillium Foundation for $140,000 in funding to purchase replacement playground equipment in the Mill Street Playground, as presented in Report 2023-COW-4.1.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth approve the following property owners and tradespeople for recognition under the Town's Heritage Perth Architectural Conservation Award Program for 2022: Rob Geroux for The Red Fox, 80 Foster Street Vanessa DiNardo, Heritage Mason and Carpenter for her work on Bistro 54 and the Shaw's building Lynda Haddon, Heritage Gardener, for her work on the Perth Museum gardens, the Flag garden, and the Inge Va gardens, And further that the recipients be invited to attend the February 21st, 2023 Council meeting to receive their certificates, as presented in Report 2023-COW-4.2.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the 2022 Year End Development Services Update for Planning and Building Applications, as presented in Report 2023-COW-4.3.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5xxx, being a by-law to adopt Committee of Adjustment Terms of Reference and Procedures, as presented in Report 2023-COW-4.4. And further that Council will make up the Committee of Adjustment with Councillor Waterfield as Chair.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5xxx, being a by-law to authorize the Mayor and Clerk to sign an agreement with The Corporation of the Township of Central Frontenac for the provision of building inspection services, as presented in Report 2023-COW-4.5.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5XXX, being a By-law to adopt a Corporate Sponsorship, Naming and Advertising Policy, as presented in Report 2023-COW-4.6.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5xxx, being a by-law to authorize the Mayor and Clerk to sign an agreement with Gerry McDougall for the provision of Prosecutor services under the Provincial Offences Act (Ontario), as presented in Report 2023-COW-4.7.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pre-approve the following: (i) the $5.7 million budget for the reconstruction of Cockburn and Thom Streets in 2024, (ii) the $2.5 million budget for the reconstruction of Robinson and Stewart Streets in 2025, and (iii) a $577,000 Carry Forward from 2022 to fund the related pre-engineering work, as presented in Report 2023-COW-4.8.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Matrix Solutions Inc. Report dated January 31, 2023 that documents the final amended conditions of the Rocky Ramps, as presented in Report 2023-COW-4.9.

That the Committee of the Whole meeting extend past 8:00 PM to its natural end.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth receive for information the Development Services Department - Enforcement Report, as presented in Report 2023-COW-4.10.

As recommended by the Committee of the Whole, be it resolved that the Council of the Town of Perth pass By-law No. 5xxx, being a by-law to adopt a Terms of Reference for Council Department Chairs, as presented in Report 2023-COW-4.11.

That the Committee of the Whole move into Closed Session at 8:23 PM pursuant to the Municipal Act, 2001, S.O. 2001, c.25, as amended, subsection 239 (2) as follows: (b) Personal matters about identifiable individuals, including municipal or local board employees; a. 2 Human Resources Matters (e) Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board; a. Summary of Claims against the Town.

That the Committee of the Whole rise and report from Closed Session at 9:09 PM.
